I just downloaded it and will use it, even though I'm sure if I want a song in mono all I need to do is export it in mono?

Use it as a send effect on one track while the rest are in stereo?

What would be the best use for this?

it is at its best while using static-ballance soundfonts or plugging a guitar with a stereo wire.
